How to Find a Licensed Massachusetts Contractor (CSL + HIC Verification)

The 6-Step Verification Sequence

5 minutes total. Run on every MA contractor BEFORE scheduling the in-home consultation.

Total time: PT5M

  1. Step 01

Search MA Home Improvement Contractor (HIC) registry

Visit mass.gov/orgs/office-of-consumer-affairs-and-business-regulation → 'Look Up Home Improvement Contractor.' Enter company name. Required for any project over $1,000. Database returns: HIC number, registration status, expiration date, principal name, business address. No HIC = walk away (no Home Improvement Guaranty Fund coverage).
  2. Step 02

Search MA Construction Supervisor License (CSL) database

Visit elicensing21.mass.gov/CitizenAccess/ → search by license number or holder name. Required for any structural work (wall removal, additions, framing, beam install). Database returns: CSL number, classification (1A unlimited, 1R restricted residential, etc.), expiration date, holder name. The CSL holder is legally responsible for the structural work; verify the HOLDER name matches the company's principal.
  3. Step 03

Search Master Plumber + Master Electrician databases (when relevant)

248 CMR Master Plumber: mass.gov → Board of Plumbers and Gas Fitters license search. 527 CMR Master Electrician: mass.gov → Board of State Examiners of Electricians. Required for any plumbing or electrical work. Verify the contractor either holds the license themselves or has a documented partnership with a license-holder for the work.
  4. Step 04

Search MA Office of Consumer Affairs complaint history

Same Office of Consumer Affairs site has a 'Search Complaints' function. Enter company name. Returns any consumer complaints filed against the contractor in past 7 years. Pattern of unresolved complaints = walk away. Single resolved complaint = ask the contractor about it (most reputable contractors have at least one in their history).
  5. Step 05

Verify Certificate of Insurance (COI) by direct call to carrier

Request COI from contractor. The certificate lists: insurance carrier name + policy number + coverage limits + expiration date. CALL the carrier directly using the carrier's published phone number (not a number on the COI itself). Confirm policy is active and limits are current. Forged COIs are common in unlicensed contractor scams.
  6. Step 06

    Cross-check BBB + Google reviews + references

BBB rating (bbb.org search by company + state): A+ standard for reputable; B and below = caution. Google reviews: 50+ over 2+ years, detailed, with owner responses to negatives. References: 3 recent (past 12 months) from similar projects; call them. The combination of state database + insurance + BBB + reviews + references catches 99% of unlicensed/scam operations.

Frequently Asked Questions

What if a contractor's HIC has expired?

Expired HIC means the contractor isn't currently registered. They may be in renewal limbo (typical 30-day grace period) or simply lapsed. Either way: don't sign with an expired HIC. Ask them to renew first; check back in 1-2 weeks. Active HIC is non-negotiable.

Can a sole proprietor contractor have HIC and CSL?

Yes — most MA contractors are sole proprietors or small LLCs. HIC registers the BUSINESS; CSL is held by an INDIVIDUAL (the construction supervisor). For most small MA contractors, the same person holds both — HIC business in their name + CSL in their personal name.

How do I search by license number vs company name?

Both supported in all MA databases. License number search is more precise; company name search returns multiple matches if the name is common. When in doubt, search by both — the records should match.

What if the company name on the contract is different from the HIC name?

Red flag. Possible explanations: (1) DBA (Doing Business As) — legitimate; verify the DBA registration with the Secretary of State. (2) Subcontracting arrangement — verify which entity is the contractor of record. (3) Unauthorized name use — likely a scam. The contract HIC and signatory entity should match.

Is the BBB rating reliable?

Mostly — BBB has weakened in some markets but for MA contractors, A+ is still a reasonable proxy for reputable. Look at COMPLAINT VOLUME + RESOLUTION RATE more than the letter grade. A contractor with 50 complaints (all resolved) is different from one with 3 complaints (all unresolved).

How do I file a complaint against a MA contractor?

MA Office of Consumer Affairs accepts online complaints at mass.gov/orgs/office-of-consumer-affairs-and-business-regulation. The office mediates between consumer and contractor. For unfinished or defective work, also file claim against the Home Improvement Guaranty Fund (up to $10,000 recovery).

Does this verification process apply to all trades?

Yes for the core trades requiring MA licenses: construction (CSL/HIC), plumbing (Master Plumber), electrical (Master Electrician), HVAC (handled under various licenses depending on scope), roofing (HIC for residential).

Can I verify a contractor's Mass Save HPC status?

Yes — separate from the state databases. Search at masssave.com/find-a-contractor by ZIP code; authorized HPC contractors are listed with HPC ID. This is REQUIRED for any heat pump install if you want the Mass Save rebate.
